The replacement or reduction of paperwork is implemented under the following principles:
Citizens are not required to resubmit documents that already exist in publicized national databases.
Agencies handling administrative procedures must proactively retrieve data to replace paper-based documents.
If data is incomplete or incorrect, the handling agency may request individuals or organizations to update or supplement information.
Applicable to Vietnamese citizens abroad, as well as foreign individuals and organizations, depending on data availability in the databases.
When citizens log in to the National Public Service Portal or the VNeID digital identity application, digital signatures are not required for interactive electronic forms.
The replacement of documents applies to 786 administrative procedures under 14 ministries and one ministerial-level agency, including:

State Bank of Vietnam
Below is the complete list of documents that will be replaced:

Additionally, the Resolution also applies document replacement to procedures not included in the list of 786, provided sufficient data is available.
These include complex procedures such as:
Issuance of licenses for outsourced printing of publications for foreign entities (central and local levels);
Registration of designated food testing laboratories recognized by competent organizations in Vietnam or accredited foreign organizations participating in ILAC/APAC mutual recognition arrangements under TCVN ISO/IEC 17025 or ISO/IEC 17025 standards;
Registration of changes or additions to the scope of designated food testing laboratories;
Issuance of personal identification cards for individuals under 14 years old (Ministry, provincial, and communal levels);
Amendment or supplementation of personal information in records of individuals with meritorious services.
Requests for additional information must be notified within 08 working hours or within the timeframe prescribed by specialized legislation from the time the system receives the application;
Notifications are sent via the public service portal account, VNeID, SMS, and email, along with instructions for contacting competent authorities to update or adjust data.
Requests for additional documents must be issued within 01 working day, or within the timeframe prescribed by specialized laws;
The agency must digitize the submitted documents;
Individuals must be guided to update missing data.
The Resolution is effective from January 1, 2026 to February 28, 2027.
For procedures restructured before January 1, 2026 → data-based document replacement applies immediately.
If new legislative documents are issued during this period → corresponding provisions in this Resolution will automatically cease to be effective.
