Resolution No. 66.7/2025/NQ-CP: Reduction of Nearly 800 Administrative Procedures Through Data-Based Reform – List of Replaced Documents

On November 15, 2025, the Government issued Resolution No. 66.7/2025/NQ-CP on reducing and simplifying administrative procedures based on the utilization of data from national and specialized databases. This is an important step in the national digital transformation strategy, aimed at reducing paperwork, saving time, and improving service efficiency for citizens and businesses. The Resolution replaces or reduces components of nearly 800 administrative procedure dossiers by using information already stored in national databases.

1. Replacement and reduction of application documents based on data

The replacement or reduction of paperwork is implemented under the following principles:

• Citizens are not required to resubmit documents that already exist in publicized national databases.

• Agencies handling administrative procedures must proactively retrieve data to replace paper-based documents.

• If data is incomplete or incorrect, the handling agency may request individuals or organizations to update or supplement information.

• Applicable to Vietnamese citizens abroad, as well as foreign individuals and organizations, depending on data availability in the databases.

• When citizens log in to the National Public Service Portal or the VNeID digital identity application, digital signatures are not required for interactive electronic forms.

2. 786 administrative procedures under 14 Ministries have their paperwork reduced

The replacement of documents applies to 786 administrative procedures under 14 ministries and one ministerial-level agency, including:

• Ministry of Industry and Trade

• Ministry of Education and Training

• Ministry of Science and Technology

• Ministry of Agriculture and Rural Development

• Ministry of Home Affairs

• Ministry of Finance

• Ministry of Justice

• Ministry of Culture, Sports and Tourism

• Ministry of Construction

• Ministry of Health

• Ministry of Foreign Affairs

• Ministry of National Defense

• Ministry of Public Security

• Ministry of Ethnic and Religious Affairs

• State Bank of Vietnam

3. Types of documents replaced by database information

Below is the complete list of documents that will be replaced:

(1) National Population Database

Replaces:

• Identity Card, Citizen ID Card, Personal Identification Card

• Residence information confirmation

(2) Electronic Civil Status Database

Replaces:

• Birth Certificate

• Marriage Certificate

• Certificate of Marital Status

• Death Certificate

(3) National Insurance Database

Replaces:

• Health insurance card

• Social insurance book

(4) Driver’s License Database

Replaces:

• Driver’s license

(5) Business Registration Database

Replaces:

• Enterprise registration certificate

• Household business registration certificate

• Cooperative registration certificate

(6) Vehicle Registration Database

Replaces:

• Vehicle registration certificate

(7) National Land Database

Replaces:

• Land use right certificate (initially applied to residential land)

(8) Judicial Record Database

Replaces:

• Judicial record certificate

(9) Electronic Health Record System

Replaces:

• Medical examination certificate

(10) Other documents

Replaced when data is available in national or specialized databases.

Additionally, the Resolution also applies document replacement to procedures not included in the list of 786, provided sufficient data is available.

4. Eight administrative procedures have dossier components reduced

These include complex procedures such as:

• Issuance of licenses for outsourced printing of publications for foreign entities (central and local levels);

• Registration of designated food testing laboratories recognized by competent organizations in Vietnam or accredited foreign organizations participating in ILAC/APAC mutual recognition arrangements under TCVN ISO/IEC 17025 or ISO/IEC 17025 standards;

• Registration of changes or additions to the scope of designated food testing laboratories;

• Issuance of personal identification cards for individuals under 14 years old (Ministry, provincial, and communal levels);

• Amendment or supplementation of personal information in records of individuals with meritorious services.

5. Process for receiving and resolving administrative procedures using data

Online submissions (National Public Service Portal / VNeID):

• Requests for additional information must be notified within 08 working hours or within the timeframe prescribed by specialized legislation from the time the system receives the application;

• Notifications are sent via the public service portal account, VNeID, SMS, and email, along with instructions for contacting competent authorities to update or adjust data.

In-person or postal submissions:

• Requests for additional documents must be issued within 01 working day, or within the timeframe prescribed by specialized laws;

• The agency must digitize the submitted documents;

• Individuals must be guided to update missing data.

6. Effective date

• The Resolution is effective from January 1, 2026 to February 28, 2027.

• For procedures restructured before January 1, 2026 → data-based document replacement applies immediately.

• If new legislative documents are issued during this period → corresponding provisions in this Resolution will automatically cease to be effective.
