The Decree applies to two main groups:
All employees working under labor contracts in accordance with the 2019 Labor Code.
Enterprises under the Law on Enterprises;
Agencies, organizations, cooperatives;
Households and individuals hiring or employing workers under agreements;
Other agencies, organizations, and individuals involved in applying minimum wage regulations.
The minimum wage levels are set according to the four regions nationwide.

According to Decree 293/2025/ND-CP, the regional monthly minimum wages increase as follows:
Region I: +350,000 (from 4,960,000 → 5,310,000)
Region II: +320,000 (from 4,410,000 → 4,730,000)
Region III: +280,000 (from 3,860,000 → 4,140,000)
Region IV: +250,000 (from 3,450,000 → 3,700,000)
Hourly minimum wages increase accordingly:
Region I: 23,800 → 25,500
Region II: 21,200 → 22,700
Region III: 18,600 → 20,000
Region IV: 16,600 → 17,800
The average increase is 7.2% compared with Decree 74/2024/ND-CP.

Under the Decree, the applicable region is based on the location where the employer operates:
Enterprises operating in a given locality apply the minimum wage for that region.
Enterprises with branches in multiple localities: each branch applies the wage level of its respective region.
Industrial parks/Export processing zones/High-tech parks spanning multiple localities apply the highest applicable wage level.
Localities that are renamed or administratively adjusted: previous wage region applies until new rules are issued.
Newly established localities: apply the highest wage level among the merged or adjusted areas.
The lowest level used to negotiate and pay employees who are paid monthly. Employees working full normal hours and meeting job requirements must receive wages not lower than the regional monthly minimum wage.
The lowest level used to negotiate and pay employees calculated by hour. Wages per hour must not be lower than the regional hourly minimum wage.
After converting to monthly or hourly equivalents, wages must not fall below the applicable regional minimum wage.
Monthly wage = Weekly wage × 52 / 12
Monthly wage = Daily wage × number of normal working days
Hourly wage = Weekly or daily wage ÷ working hours
Product/contract wages converted based on actual working hours
Under Article 2 of Decree 293/2025/ND-CP:
All employees whose current wages are lower than the new regional minimum wages must be adjusted upward.
Article 4 further states:
Regardless of whether wages are paid monthly, weekly, daily, by product, or by contract, after conversion, the wage must not be lower than the regional monthly or hourly minimum wage.
According to Clause 3, Article 17 of Decree 12/2022/ND-CP:

In addition to monetary fines, employers must:
Pay the unpaid wage difference to employees
Pay additional interest calculated at the highest non-term deposit interest rate at State-owned commercial banks
